i'm not sure but i DO know this, it is definitely NOT by the Constitution and the Bill of Rights. look at his behavior, 500 million to the palastinians, 250 million and jets to the Muslim Brotherhood( they hate us remember?) oh and the latest gunrunning to a questionable organization know as the Free Syrian Army non military aid rememeber?
