Brian Miller is accused of shooting the 25-year-old during a party on the 22nd floor of the Palmer House hotel at 17 E. Monroe Street.
Police said a previous arrest report identified Miller as a gang member and said the victim in the shooting picked him out of a photo array. He was charged with aggravated battery with a firearm.
The man shot was treated for his wound at Northwestern Memorial Hospital and was listed in good condition at the time of the shooting.
