A Northwest Side man was ordered held on $100,000 bail today for spitting at people and swearing at Mayor Daley as the mayor was leaving City Hall for the last time last month.
Janusz Kopycinski, 30, of the 6500 block of West Wellington Avenue in th Montclare neighborhood, had originally been cited with misdemeanor charges when the incident took place on May 13.
The charges were upgraded from a misdemeanor to a felony because Kopycinski had earlier been convicted of attacking police officers and because two officers were injured in May's incident, said Chicago Police News Affairs Officer John Mirabelli.
The charges stem from an incident outside of City Hall about 5 p.m. May 13, said Mirabelli. At that point, police and others were waiting for Mayor Daley to leave his office for the last time when they saw Kopycinski, said Mirabelli.
Kopycinski was yelling obscenities in the area where Daley was about to exit when police "advised" him to stop, said Mirabelli. Kopycinski responded by spitting in the direction of the police officers but there is no indication that the officers were hit, said Mirabelli.
After Kopycinski yelled more obscenities at Daley and police, the officers ordered him to show them his identification, said Mirabelli. Kopycinski resisted, then attempted to flee from the officers, said Mirabelli.
As police attempted to arrest him, Kopycinski swung at an officer, causing the officer to fall and be "grazed" by a bus that was in the area, Mirabelli said. A second officer was injured after Kopycinski continued to resist arrest.
Both officers received minor injuries. One had abrasions on his knee and elbow, Mirabelli said.
The misdemeanor charge of resisting arrest was upgraded to aggravated battery to a police officer after the judge cited his criminal history June 10 when Kopycinski was arrested, Mirabelli said.
According to court records, Kopycinski was found guilty but mentally ill for attacking a police officer in 2007 and was ordered to undergo inpatient mental health counseling.
He had previously been convicted of resisting arrest in 2007 and in 2005 pleaded guilty to aggravated assault of a peace officer, according to records.
