Yes! It is racist to refer to Africans as black. When you say european, it describes geographical homeland. When you say mexican, it describes geographical homeland. When you say black, it deliberatly separates the African from his/her homeland and ancient culture. So the stripped down version of reference to Africans is racist from those that know, and ignorance from those that dont know.
