Rodney Jackson, 29 was charged with aggravated criminal sexual abuse of a child under the age of nine.
Prosecutors said the abuse occurred on July 7 at the home of Jackson's girlfriend where the young relative had been staying.
Prosecutors said Sunday that Jackson had exposed himself and sat the young girl on his lap where he bounced her up and down with her clothes on.
The girl's mother came to pick her up and the child later told her what happened. The mother took the child to the emergency room, and DNA evidence was recovered from the girl's clothing that she was wearing on July 7.
The DNA left on the child's clothing was later discovered to be a match to Jackson,
