Chicago man was charged with first-degree murder after allegedly inciting a gun battle in the South Chicago neighborhood that killed an innocent bystander about a block away.
Kenan Rucker, 27, of the 7000 block of South Phillips Avenue allegedly fired two shots into a passing vehicle on July 15 as he walked down Essex Avenue near 79th street.
A passenger in the vehicle returned fire, and, after Rucker ducked, one of those bullets traveled down the street and struck Dawn R. Scott, 37, in the head.
Scott, of the 4600 block of South Hermitage Avenue, was pronounced dead at South Shore Hospital nearly an hour after the late afternoon shooting.
"He shot at the vehicle in broad daylight when there was a great likelihood that a gun battle would ensue," Hughes said of Rucker. "It caused an innocent bystander to be killed."
The shooter in the passing car has not been arrested, officials. Hughes said several witnesses later identified Rucker as the pedestrian who first opened fire, and the shooting was captured on a nearby surveillance camera.
Officers with Chicago's gang enforcement unit arrested Rucker Aug. 31. Prosecutors approved charges Friday.
Cook County Judge Peggy Chiampas denied bail Saturday, noting that Rucker had been on probation since June 28 for a felony unlawful use of a weapon charge. Further details about the prior offense were not immediately available. Rucker also has a misdemeanor conviction for resisting a peace officer in 2006, court records showed.
