About 10:15 p.m. on Nov. 23, the man was watching the woman in a bathroom. The incident, recorded on video surveillance, showed the man grabbing the woman and dragging her into a stairwell of a building located on the 2100 block of South Lumber Street.
The woman was able to get away from the man and call the police.
The man, dubbed a "Peeping Tom" by police, is described as a black man between the ages of 25 and 35. He is between 5 feet 10 inches and 6 feet 2 inches tall and weighs between 140 and 160 pounds.
